What is the purpose of the www.bezbarijera.me portal?

The main purpose of the portal is to enable citizens to report barriers they face in launching and developing business.

The portal is a public dialogue forum – citizens, the business community, the academic community, nongovernmental organizations and other interested public may draw attention of the central and local level authorities to the barriers they encounter in pursuing their rights and in business operation.

Using the portal, everyone can propose specific ways of creating a better and more conducive business environment. Thus, an administration tailored to the needs of citizens and business is being created.

How can I take part in the process?

Does a complicated procedure make your business operation or pursuit of rights difficult? The www.bezbarijera.me portal offers an opportunity to report the problems you encounter daily.

It is enough to describe the problem you are facing, but you can also propose a solution.

You can also start a new or join an existing discussion thread.

Are reports anonymous?

Yes, reports are anonymous and no registration is needed to use the bezbarijera.me platform. If you wish to report a barrier, in addition to the description of the issues, enter a name of your choosing which may not be used for personal identification.

Unless you wish to enter your own name, you may enter your nickname, your initials, etc.

What will your report change?

After you have indicated specific barriers and deficiencies in the regulatory framework and/or the administrative procedures, the moderators will sum the discussion up and draft proposals for changes.

The recommendations will be considered by the Council for the Improvement of Business Environment, Regulatory and Structural Reforms, and the Government of Montenegro. The Council and the Government, within their respective remits, will recommend or order the implementation of the measures proposed.

Over the 4 years of its implementation, a similar project in the UK generated over 10 million pounds of savings by abolishing cumbersome procedures that hurdled the operation of a large number of businesses. Through its Red Tape Challenge, the UK abolished or improved over 3,000 pieces of legislation.
The Child Care Rulebook was simplified and shortened from over 1,000 pages down to 33 pages. Doing away with unnecessary waiting time for pharmaceutical licenses will generate 5 million pounds of savings for the UK. Pubs and cafes may freely hold live music events between 8 AM and 11 PM, without applying for a permit. This has resulted in savings of about one million pounds. 84% of health and health care related regulations has been improved and simplified. Over 100.000 small business effectuate some 300 million pounds in savings a year due to greater flexibility regarding audits (taxation, etc.).

The “No Barriers! So Business Doesn’t Wait” campaign is conducted within the framework of the Cutting Red Tape – Public Administration Tailored to the Needs of Citizens and Businesses project, implemented by the UNDP Country Office in Montenegro in cooperation with the Ministry of Finance, supported by the UK Embassy in Podgorica and other partners. The project seeks to interact withthe members of the public, aiming to cut red tape and remove business barriers which slow down and impede business operationwith a view to improving public service quality and efficiency. It has been designed together with the South Eastern European Government Communications Forum (SEECOM), modelled against the British „Red Tape Challenge“
